昆明市工商联（总商会）十三届四次执委会举行

The 13th Standing Committee of the Kunming Federation of Industry &  Commerce (General Chamber of Commerce) Held Its Fourth Meeting

近日，昆明市工商联（总商会）十三届四次执委会顺利举行。市委常委、市委统战部部长尹凌云，市委统战部副部长、市工商联党组书记、常务副主席王志敏出席会议。The 13th Standing Committee of the Kunming Federation of Industry and Commerce (General Chamber of Commerce) recently held its fourth meeting successfully. Yin Lingyun, Member of the Standing Committee of the Municipal Party Committee and Director of the United Front Work Department, along with Wang Zhimin, Deputy Director of the United Front Work Department, Party Secretary of the Federation, and Executive Vice Chairman, attended the meeting.

会议传达学习了习近平总书记在民营企业座谈会上的重要讲话，习近平总书记考察云南重要讲话精神等。审议通过十三届四次执委会工作报告，企业家执（常）委基本履职评价工作制度，人事调整事项，昆明市光彩事业促进会理事会工作报告。会议指出，过去一年，市工商联深入学习贯彻党的二十大和二十届二中、三中全会精神，围绕省委“3815”战略、发展“三大经济”和市委“六个春城”建设宏伟目标，在全国西部省会城市中率先颁布实施《昆明市民营经济发展促进条例》，创新设立“昆明企业家日”并成功举办首个企业家日系列活动，推动成立上海市昆明商会，常态化开展轮值主席活动。相关工作经验和做法在全国及全省相关会议上得到交流推广，多项业务工作评比名列前茅，合力谱写了全市工商联事业的新篇章。

The meeting conveyed and studied General Secretary Xi Jinping's important speech at the private enterprise symposium and the spirit of his important speech during his inspection tour of Yunnan. The meeting also reviewed and approved the work report of the Fourth Session of the 13th Executive Committee, the basic performance evaluation system for entrepreneur executive (standing) committee members, personnel adjustments, and the work report of the Kunming Guangcai Program Promotion Association's Board of Directors. 

The meeting noted that over the past year, the Federation has thoroughly studied and implemented the guiding principles of the 20th National Congress of the Communist Party of China and its second and third plenary sessions. Focusing on the provincial "3815" strategy, developing the "three major economies," and the municipal goal of building "Six Spring Cities," it took the lead among western provincial capitals in China by promulgating and implementing the "Kunming Regulations on Promoting the Development of the Private Sector." Initiatives included establishing the innovative "Kunming Entrepreneurs Day" and successfully hosting its inaugural series of events, facilitating the creation of the Shanghai Kunming Chamber of Commerce, and regularizing rotating chairperson activities. Related experiences and practices were shared and promoted at relevant national and provincial conferences, with several initiatives ranking among the top in evaluations. These collective efforts have jointly written a new chapter for the Federation of Industry and Commerce.

会议指出，下一步市工商联将锚定省委“3815”战略发展目标、发展“三大经济”和市委“六个春城”建设任务，以打造“有为工商联”为目标，创新“工商联+N+服务团”工作路径。把深入学习习近平新时代中国特色社会主义思想作为首要政治任务。优化政策供给，构建全方位政策宣传服务体系，拓展“政商直通车”平台功能，确保政策精准直达。深化联动服务，联合发改、金融等部门健全问题协调机制，用好“政商会客厅”等平台，完善银企对接和“1+4”法律服务。打造特色品牌，着力做优三大服务品牌，构建亲清政商关系，培育商会党建典型案例。进一步扩大组织覆盖，推进京、粤昆明商会筹建工作。践行社会责任，实施“光彩共富”工程，深化东西部协作和“民营企业进磨憨”行动。加强队伍建设，打造“四过硬四精通”干部队伍，培育“五好”标杆县级工商联，助力民营经济高质量发展，为中国式现代化昆明实践作出民营经济新贡献。

The meeting pointed out that Kunming Federation of Industry and Commerce will focus on the Provincial Party Committee's "3815" strategic development goals, developing the "three major economies," and the Municipal Party Committee's "Six Spring Cities" construction tasks. With the goal of building a "proactive Federation of Industry and Commerce," it will innovate its "Federation of Industry and Commerce + N + Service Team" work approach. It will prioritize the in-depth study of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as its primary political task. It will optimize policy delivery, build a comprehensive policy publicity and service system, and expand the functionality of the "Government-Business Express Channel" platform to ensure precise and direct policy delivery. It will deepen collaborative services, collaborate with development and reform, finance, and other departments to improve coordination mechanisms, leverage platforms such as the "Government-Business Meeting Room," and enhance bank-enterprise connections and "1+4" legal services. It will also cultivate distinctive brands, focus on improving the three major service brands, foster a close and clean relationship between government and business, and cultivate exemplary cases of Party building within chambers of commerce. It will further expand its organizational reach and advance the preparatory work for the establishment of the Beijing and Guangdong Kunming Chambers of Commerce. It will uphold social responsibility, implement the "Brilliant and Shared Prosperity" project, and deepen East-West cooperation and the "Private Enterprises Entering Mohan" initiative. Strengthen team building, build a cadre team with "four strengths and four proficiency", cultivate a "five-good" benchmark county-level Federation of Industry and Commerce, assist the high-quality development of the private economy, and make new contributions to the private economy in the practice of Chinese-style modernization of  Kunming.

会议号召，全市各级工商联和广大民营经济人士要担当实干，奋力推动“两个健康”先行先试见行见效，为谱写中国式现代化昆明新篇章贡献更大力量。

The meeting called on all levels of Kunming Federation of Industry and Commerce and the vast number of private economic people to take responsibility and work hard to promote the "two healths" to be piloted and effective, and contribute greater strength to writing a new chapter in Chinese-style modernization of Kunming.

市工商联执委成员、商（协）会负责人、企业代表及华坪商会相关成员共300余人参加本次会议。

More than 300 people, including executive members Kunming Federation of Industry and Commerce, heads of chambers of commerce (associations), corporate representatives and relevant members of the Huaping Chamber of Commerce, attended the meeting.
